A practical guide to helping the region’s communities attract and support industrial development.

The Detroit Regional Partnership is embarking on a stakeholder-led process of creating an Industrial Development Toolkit for the region’s communities. The toolkit will provide resources and tools to help communities and developers advance industrial development throughout DRP’s 11-county region.

What Is Modern Manufacturing?

Modern manufacturing is high-tech, clean, and fast-moving. It includes everything from electric vehicle battery plants and robotics to logistics, food production, and data centers. 

Why Does It Matter for Communities?

The new wave of industrial development brings real opportunities for the region’s communities. When thoughtfully planned and implemented, these projects:

• Create good-paying jobs in skilled trades, engineering, and operations
• Support economic resilience and local business ecosystems
• Grow the local tax base to fund infrastructure and services
• Signal that your community is ready for next-generation investment

This is a chance to be part of Michigan’s manufacturing resurgence, on the community’s terms.

How Can Communities Prepare?

The Industrial Development Toolkit is designed to help local governments, community leaders, and private developers take proactive steps to become investment ready. It will offer:

• Industrial site design guidelines that alleviate development concerns
• Tools for site readiness, including zoning, infrastructure, and permitting
• Guidance on aligning with regional strategies like the VIP program
• Tips for truly engaging residents and stakeholders
• Practical steps to reduce barriers and streamline development
• Clear strategies for tangible community benefits

Stakeholder Interviews

We conducted more than 20 stakeholder interviews with economic developers, local officials, utilities, and developers across the Detroit region. These conversations helped reveal the nuanced barriers, tradeoffs, and opportunities facing modern industrial development, highlighting challenges facing local communities, developers, and end users alike.

Group Collaboration

We hosted two virtual collaborative sessions with more than 40 stakeholders representing developers, site selectors, county Economic Development Organizations (EDO), municipalities, utilities, and the Michigan Economic Development Corporation (MEDC). These sessions included participation through discussions, polls and small group breakouts.
